Driver´s license (Pan de Azúcar)

Municipality of Pan de Azúcar.

You can apply for a Uruguayan driver’s license from scratch if you can’t gather the necessary foreign documents for a driver’s license revalidation. The Pan de Azúcar Municipality in Maldonado offers an easy process due to its small size, little traffic, one-way streets and their allowance of interpreters for assistance.

You must call them to schedule a spot for their safety talk (+598) 4434-9046. The car and motorcycle categories are separate. A car driver’s license won’t allow you to drive a motorcycle.

Pan de Azúcar Municipality’s location: Bulevar General Juan Antonio Lavalleja 556 & General Leonardo Olivera, Pan de Azúcar, Maldonado

Practice lot location: Rincón 471 & Francisco Bonilla, Pan de Azúcar, Maldonado

The following is required:

  1. Uruguayan ID card (passports are not accepted)
  2. Proof of address issued by a police station located in Maldonado (with a Pan de Azúcar address)
  3. Driver’s health check from a health lab located in Maldonado (like CAVICA)(a Health Card isn’t acceptable)
  4. A companion with a Uruguayan car driver’s license to vouch for you (regardless of your possession of a valid foreign license)
  5. Manual car dutifully registered with no owed taxes (owned/rented by you or your companion)
  6. Attend a scheduled safety talk (held at 7 PM twice a month)(before any tests)
  7. Wait in line before 9 AM to pass a written test of 30 Yes/No questions with 5 mistakes allowed (you can find the driver’s handbook below)
  8. Pass a driver’s street test consisting of the following (the interpreter will sit in the back after you exit the practice lot):
    • Accelerate from 1st to 3rd and brake upon the inspector’s break of their whistle
    • U-turn
    • Reverse parking without any zigzags and by using your side mirror (you can’t turn your head)
    • Parallel parking between two barriers
    • Exit the practice lot, take one turn to the right and take 2 turns to the left
    • Parallel parking on an uphill street and turn off the engine
    • Turn on the engine and climb the hill without receding
  9. Once you’ve passed the test you’ll have your picture taken at the Municipality and receive your driver’s license at the spot
