All people in Uruguay have the same rights and obligations to education. Minors must be enrolled in a schooling institution, homeschooling is illegal and frowned upon.¹ Teenagers can be enrolled in the Uruguayan Trade University (UTU) where they can be licensed in several dozens of trades ranging from hairdressing, IT, woodwork to farming and enroll in college under the same conditions as their peers from regular high school.
All the following services are included*:

¹ The Uruguayan free, compulsory and secular educational tradition was started by the renowned sociologist José Pedro Varela in 1876 to educate and unify the population after the Uruguayan Civil War (1839-1851) under a single national identity. It’s now ingrained in our culture as a second family with lifelong bonds, making it one of the pillars of Uruguayan society.
