
It allows small business owners to pay Montepío (retirement) and FONASA (healthcare) taxes.¹ It’s available for several dozens of work activities including IT, car repair, plumbing, carpentry, construction, cleaning services and more. It consists of a single monthly tax that goes simultaneously to Social Security (BPS) and the Tax Administration (DGI).

- Abitab Mobile ID user setup (authentication service required to receive DGI notifications issue digital invoices and access your medical history).
- Mercadolibre (Uruguayan version of Amazon) user setup (required to obtain certain products and to order a business receipt booklet).
- Free Prex card (required to withdraw PayPal funds) order through Abitab.
- Free bus pass.
- Procurement of Uruguayan translator and notary documents.
- Free Internet and/or cellphone service setup (for proof of address).
- Personalized receipt booklet design and first booklet.
- Power of attorney setup to perform payments by proxy (mono-tax businesses don’t have to submit tax statements).
- Free healthcare coverage set-up for FONASA taxpayers and their dependents.²
- Adding an employee to the payroll.³
¹Uruguay has a significant amount of retirees and a smaller disproportionate share of active workers, many of them are informal workers who weren’t allowed to pay taxes and save up for their retirement, which reduces the available budget to take proper care of its seniors. This is why the Uruguayan government created the mono-tax in 2001 and expanded its scope in 2007.
²The FONASA taxpayer has 30 days to join an HMO after their business is registered, they will otherwise become members of ASSE, Uruguay’s public healthcare system for at least 2 years.⁴
