
Uruguayan citizenship is required to apply for a Uruguayan passport. A strict distinction between natural¹ and legal² citizenship is drawn, it affects its holders in terms of their travel rights (which restricts naturalized citizens from traveling as Uruguayans).
The following is required:
- Uruguayan ID card (up to date).
- Citizenship Certificate (if applicable).
- Uruguayan Voter ID card (if Citizenship Certificate has been issued more than 3 years before).
- Previous passport (in case of renewals).
- Uruguayan Birth Certificate issued less than 30 days before.
- Authorization of parents and their valid IDs (if the applicant is a minor).
- Uruguayan Marriage Certificate of parents (if married after the applicant´s birth, if the applicant is a minor).
- Death certificate of deceased parent (if the applicant is a minor).
- Authorization from parent living overseas via their nearest Uruguayan Consulate (if applicable).
¹Natural citizenship can be attained by birth or through Uruguayan parents/grandparents. It comes with full travel, voting (including national and state elections and referendums) and diplomatic assistance rights.
²Legal citizenship can be attained by naturalization after 5 years (as a single applicant) or 3 years (as a family applicant). It only includes the right to apply for a 10 year ID card and full voting rights (a constitutional amendment in Congress or via a referendum is needed to equalize the rights of natural and legal citizens).
